Registering to Vote in Pennsylvania

Voter Registration

To vote in Pennsylvania, you must first register to vote at least 15 days before the election.

You can register to vote online, by mail, or at a number of government agencies, including Pennsylvania Department of Transportation (PennDOT) Photo License and Driver’s License Centers.

Updating Your Registration

If you are already registered to vote in Pennsylvania, you do not have to register again unless you need to change your name, address, or political party.

ID Needed for Voter Registration

If you have a state driver’s license, you must provide your driver’s license number on your registration form.   

If you do not have a state license you must supply the last 4 digits of your social security number. If you do not have a Social Security Number, write none in the space provided for this number.

Early Voting

Pennsylvania doesn’t offer early voting, but some counties provide no-excuse absentee and mail-in ballot applications in person up to 50 days before Election Day. Please contact your county elections office for more details.

Absentee Ballot Process

All Registered voters can request a no-excuse mail-in ballot. You do not have to provide a reason for why you want to vote-by- mail; this means you can just request a mail-in ballot and do not need to request an absentee ballot regardless of the reason for voting by mail. You can apply online,  by paper form (available in English and Spanish), in person at your County Election Office, or by sending a signed letter to the office.

Return Your Mail-in Ballot
  • When you receive your mail-in ballot, fill it out, place it in the secrecy envelope, seal the secrecy envelope, place it in the outer envelope, sign and date the outer envelope, and seal the outer envelope.

Step 2: Return your ballot: There are several official ways to return your mail-in ballot in Pennsylvania:

  1. By Mail: Return your ballot by mail using the instructions provided with your ballot. Your county election office must receive it by 8:00 p.m. on May 19, 2026.
  2. In-Person at Your County Elections Office: To return your ballot in-person, you can visit your county election office. Click here to find your local office.
  3. At a Drop Box or Other County-Designated Return Location: :  Availability depends on your county. Pennsylvania directs voters to check their county election office for ballot return location information. Check your county’s website for information.
  4.  At an Officially Designated Location for On-Demand Mail Ballot Voting: Registered voters may be able to request, receive, vote, and submit their mail ballot in one visit at their county election office or another officially designated location, if their county offers it. Voters should check with their county first. Check your county’s website for information.

Contact yout county election office for details on early voting, mail-in ballot returns, and ballopt drop-off locations. To confirm if your county still has early voting, contact your county election office.

Primary Election Process

Pennsylvania has a closed primary. Only voters registered with a political party may vote; independents cannot participate.

Provisional Voting

You may vote a provisional ballot under certain conditions.

You may vote provisionally if:

  • Your name is not on the poll book and officials cannot verify your registration
  • You do not have an acceptable form of ID
  • An election official determines you are not eligible to vote.

You must vote provisionally if:

  • You are voting due to a federal or state court order
  • You are voting under a court-ordered extension of polling hours in effect 10 days before the election
